My MSI R9 390 goes 91-95c in overload.

Hello there,
Today I started GTA V and kept playing and later figured out that my GPU went almost 80c heat which was fine for me, but later when I started COD:BO3 and maxed everything out fps was about 110 and GPU heat reached 91-95c , is that normal?

Specs:
CPU : i7-6700K 4.0GHz
CPU Cooler : Cooler Master: Hyper 212 EVO
GPU : MSI R9 390 Gaming 8GB
MB : Gigabyte LGA1151 Intel Z170 2-Way SLI ATX DDR4 Motherboards GA-Z170X-Gaming 7
RAM : Corsair Vengeance LPX 8GB (2 x 8GB) DDR4 DRAM 2400MHz
PU : COUGAR 700W Bronze
HDD : WD BLACK 1TB

Edit #1:
After setting the max fps in-game to 60 (which is my monitor's frequency) the heat went down to 69c which still not convincing me.

90C is not normal at all for a GPU. I think you may have a really bad CPU and a really good GPU which is making the GPU do all the work. Also consider making the settings lower since a radeon r9 390 may not be optimised for BO3.
