New PC Build Power Cycling

I just finished my new build and whenever I turn it on it will stay on for 3 seconds, then turn off, then on again for 3, and will repeat until I shut it off via power supply. My only lead is that when I completely unplug the 6 Pin CPU Power connector it will stay on for 9 seconds but behave the same. Anyone with the same problem?

CPU: i7 5820K
Mobo: Gigabyte GA-X99 SLI
RAM: Corsair Dominator Platinum 2x16GB 3000MHz


Update: I took everything off the board so it was out of the case only plugged in to the power supply and the power switch and it is still having the same issues.
 
Solution
The same issue happened to me, it turned out that my surge protector was simply not rated to handle the sheer powah :) of my build, I suggest you try that before moving forward.

The same issue happened to me, it turned out that my surge protector was simply not rated to handle the sheer powah :) of my build, I suggest you try that before moving forward.
