Problems with Booting Up Hard Drive

So the motherboard on my HP Pavilion died and I replaced it with a new ASUS motherboard, using the same CPU, hard drive, etc. I got the computer to post, but after loading for the Windows logo on boot I got the BSOD and it entered a restart loop. I read that this has to do with the OEM licensing of Windows and the new motherboard. Now the plan is to wipe the hard drive and install a new copy of Windows. How would I approach this? I don't have a computer I can use to wipe the hard drive and install a new OS.

Hopefully someone experienced can chime in and help me.

You boot normally, but hold down F12 (or press it very quickly) right after you hit the power button on your PC. Select the DVD or USB stick which you want to boot from, and you'll be taken to the Windows installer. Once there, you have the option to format the drive completely, and then select it and proceed to installing Windows on it.
