How come youtube has around 2mb/s and downloading has 0.2 - 0.7mb/s ?

I find it weird how a youtube video can get up to 2mb/s internet speed while downloading only gets 0.2 - 0.7 mb/s.

I checked how much internet youtube is taking by :
Opening video > Right Click > Statistics for nerds > (here it should say how much it takes in kb/s)

However, things like downloading in web browser only gets around 0.2 and steam gets around 0..5 - 1mb/s.

Why is my internet doing this?

Well, maybe they reserve their downstream bandwith for people watching the videos and not people downloading them.

Or, if you use some crappy service for it, they might have something to do with it :)

But why would it do the same when downloading things like games over steam?
My friends to example can get way higher download speeds over steam, web browsers and loading videos.
