Similar questions have been asked and answered but I want to get a bit more specific.

I’m looking at upgrading to a GTX 980 Ti, and two 4k monitors for gaming.

I want to run both monitors at 60Hz but I’ve read that this really isn’t possible yet if used like an extended display – So can I rig them up separately somehow so that both are still operating at 60Hsz with only one monitor would display the game and the other displaying other applications?

I’ve never worked with multiple displays or even DisplayPort before with my setups so I’m walking into unfamiliar territory. I read a bit about daisy chaining with DP but their website seems to suggest that the bandwidth isn’t large enough to support more than one 4k monitor. Does that just mean that I would need to run two separate DP cables from the 980 Ti to each monitor? Or would I need a hub?

Solution
As long as you connect both monitors directly to your GPU with DP cables, you should be ok.
Now, the GPU doesn't have enough power to drive 60fps on both monitors for any demanding games, but that is a separate issue.

Is the power a big enough issue that I couldn't run the one displaying the game at 60Hz and the second at a lower resolution or frame rate? Or maybe even just disable it altogether?

The GPU can drive both screens just fine, the problem is that it won't be able to drive the game if it is at all graphically intense.
You can improve your framerate by lowing the game resolution or graphics settings.
Game FPS and monitor refresh rate function independently of each other.
