Toshiba 3TB Canvio External Hard Drive not being recognized

I can't afford professional data recovery and am desperate to retrieve my files if at all possible. Fixer 762 on 5/14/2013 offered 2 possible solutions and I am wondering if these are still viable fixes. Fixer 762 said first to make an ultimate boot disc and gave a website "http://www.ultimatebootcd.com/index.html". That site offers many related links so I don't know which one to select. Also, there are newer versions now that are not offered at this site. Would it matter to select another site's newer offering and, if so, any recommendations that are free of viruses, etc.? Fixer 762 said second to burn the UBD using "http://www.freeisoburner.com/". Again, other newer versions and same questions.

My system is Win7 Home Premium, 64 bit. I do not see this unit in Disk Management and I haven't tried viewing in the BIOS. The Power light is ON and I feel vibrations on touching the unit.

I would appreciate any assistance. Thanks.

I'd suggest you start with some basic troubleshooting first. Since the external HDD powers up even though it's not recognized, it might mean that it's not receiving enough power through the USB port or the cable itself. So I'd recommend you to find another USB cable to plug the drive with and even try using a different computer.
Another thing you should check is the USB hub controller driver for your motherboard/computer. Make sure you manually update those from the mobo/computer manufacturer's official website. Afterwards, attempt to plug the external HDD again and see if you'd be able to recognize it properly.
