Is this budget CPU, good enough for these games.

I am looking for a budget CPU. I found this one: AMD Athlon X4 860K

Is it good enough for these games:
- Skyrim (Medium graphics settings)
- Rust (Low-medium graphics settings)
- Payday: The Heist (low-medium graphics settings)

Will it be able to play these games at these graphics settings? What fps will it be able to play these games (I would like at least 30fps)

Your graphics card would determine these settings more so than the processor.
While the 860K is a fairly solid budget processor, I highly recommend the i3-6100.

The i3 only has 2 cores. Is it still better?

The Athlon 860k has 4 cores, won't bottleneck your games, but that doesn't mean there are better budget processors. The G3258 really comes close for example, but only has 2 cores. If you wanted to talk 4 threads though, the i3 6100 or even the i3 4170 will easily out do the 860k, plus smaller lithography, that's never a bad thing. Both i3s have 2 cores, but as mentioned, they have hyper threading, which is a technology that will definitely help in modern titles.
