Low CPU usage causing low fps in all games

Ok so after I bought new processor I realized that CPU usage is very low like 50% which I think is causing frame drops,low fps and lag.I heard that you can set your CPU usage to 100% or less but I dont know how.If it is possible to set CPU usage please tell me how.

not possible, your system will use what it needs, turbo mode could be causing these issues, I always disable and either put to max stock speeds or overclock.

power settings in windows, set to max, doesn't quite sound like this.

what processor did you have before?

I had Athlon II X4 620.I upgraded my processor because I had low fps in newer games and now I have low fps in all games like I have 20 fps in Assassins Creed 3.

Also I realized that task manager is showing 3.30 ghz clock but my processor is clocked to 3.20 ghz.

Hi, Low CPU utilization is GOOD. If a CPU is doing the same work in less time it will be busy less of the time.

Athlon II X4 620 will be slower than the Phenom II X6 1090T assuming your MB runs the phenom correctly. Did you swap MBs? Do you have the latest BIOS in your MB ? Did you reset BIOS setting to default and SAVE after the processor swap ?

Aside, this youtube video says 20 fps is all you get with Assassins Creed 3 on an HD 7790. Did you change video settings after you swapped the CPU? Likely you are VIDEO limited not CPU limited. (7790 is a nice card, but it is getting a bit old).

I changed my settings to low and I got 5 fps boost.Also I played this game a long ago with GTS 450 and it worked a lot better.My Bios is set to default.And what is MB?

Ok I loaded Bios to optimized defaults.I am 100% sure that everything is on default right now.
