I am going to build a gaming PC, and would prefer not to spend over $900 including OS. (No keyboard/mouse of monitor) I would prefer Intel/Nividia not AMD. I also need a 4gb GPU. I will be overclocking, so a Z170 chip set would be helpful. (Or something better.) Thank you.

This is probably the highest performance you can get for the price, because the CPU can be overclocked and memory will run past 2133 Mhz speeds with ASRock's DDR4 Non-Z OC.
