Need help troubleshooting power up symptom.

Hey guys,

So my PC won't power up. I need help with further troubleshooting. This is what I've done so far...

Tested PSU with voltmeter. Got 3V, 5V and 12V. Fan was running on the PSU.
Plugged back in to everything and shorted case power button using flat head screw driver.

So at this point I think I have ruled out the PSU and case switch. Any help with further troubleshooting would be greatly appreciated. Thanks in advance!
 
Solution
When they are plugged in, try connecting your probes to Molex or any other cable for reading. They all connects inside the PSU (if single rail). Did you try shorting the 2 pins using a screw driver on the motherboard to switch it up?

The CPU fan spun when I tested it, NOT under load. But when plugged in to mobo the cpu fan does not come on. I can't fit my DMM leads down in the connector enough to test them while plugged in.

Ok I will try that tomorrow. I shorted the 2 pins with the screw driver to rule out a failure of the maintained pushbutton on the case.
