BIOS Won't Display on New Graphics Card And Startup Image is Lines

I installed a new graphics card a few months ago (AMD Radeon R9 380 4GB) in an old Gigabyte MA785G-UD3H and every time the BIOS should display it's startup image, it simply shows some lines on either 1 monitor, both monitors or the other monitor (depending on what I connected) through 3 different cables I tried as I read somewhere that it was the monitor that the graphics card didn't like displaying the BIOS to, but that doesn't seem to be the case.

That's a bit of my screen as the BIOS shows it's image, but as you can see, it's not right.

It should look like this:

And the graphics card works perfectly at any clock speed I've tried including stock and stock settings (not the stock overclock, true stock speeds) do not help at all. The card runs games and software great and runs very silently as it should and everything works fine, it's just that the BIOS doesn't display properly with it. It displayed on my old ATI Radeon HD 4600 512MB, and I've tried in the other x8 PCIe 2.0 slot.

Is there any way to fix this issue and display the BIOS properly on this graphics card?

Sorry it may have been a bit unclear when I said I can't access the BIOS at all. I CAN use it and access it and modify settings, et cetera, however, it doesn't display properly through this new graphics card. Although, if you mean when the BIOS displays a bunch of text on the status of connected devices, yes it has always displayed that. Something like the picture below:

I do always see this right after the startup image, or what should be the startup image. I'm not that great with the terminology, I know it, but not 100% certain... Is there something I should look for on there? Thanks!

The PSU should be good, I had to get a new, yet cheap eVGA 600w power supply instead of my really old 400w Corsair one as it didn't have an 8-pin PCIe connector, however the voltages all add up properly and I really don't need a 600w power supply, even a 400w one could BARELY have gotten by.

However about BIOS, I downloaded the latest BIOS update from Gigabyte and it complains...

I read here that I need to format a USB device as FAT and put the files on, then insert it and use Q-Flash from the BIOS to update it, which means swapping graphics cards temporarily to mess with the BIOS... That will take some time though.

Turns out Q-Flash displays still, so I updated to the latest version finally by putting the update files on an SD card in an SD card reader as apparently Q-Flash doesn't even want to read off of my floppy disk... And it said it successfully updated and tested the new BIOS, when it started, it said it found a new AMD device in the POST messages, although the BIOS image and settings still don't display properly. It did ruin my boot disk order however and I had to remove the floppy disk and turn off my USB hub that has my assortment of flash drives on it in order for the BIOS to find my hard drive..

I haven't tried Nuwan Fernando's suggestion yet as that's more of a last resort thing for me right now as I really don't want to bother with switching graphics cards unless there's nothing left to do. So is there anything else that I should try, or is it just checking BIOS settings now?
