Same GPU+CPU combo. Different FPS

I'm running Ark with about the same specs as a friend of mine (we are both using the same gpu/cpu combo with no OC).
We should probably expect about the same FPS/Performance right? He on average has around 6 more fps than me. (we both use steam ingame fps counter)
It's not a good benchmark to compare fps values on ark but its still pretty odd.
He is running Windows 8.1 x64 while im running Windows 10 x64 (freshly installed).
I thought it could be an OS thing so i switched from Win7x64 to Win10 and get about the same performance.

Im using a "not so good" PSU but still... Acording to GPU-Z the card seems to be delivering i think

He has a different Mobo+PSU but that shouldn't impact performance this much i think.
I have a very old Bios version (1.0 04/11/2013 acording to cpu-z). Maybe this has something to do with it?

Long story short, not all CPU's and GPU's (regardless of the model) are the same. With MILLIONS of transistors in each chip, nothing is the exact same.

This is why some chips will OC better than others, again they could both be the SAME CPU/GPU, but will still OC differently.

Also, the PSU is what feeds these devices their "power"...poor fuel = poor performance
