How DRAM Frequency works

I have 1 4GB Corsair Vengeance 1600mhz ram stick but when I use monitoring programs like CPU-Z it shows my DRAM Frequency is 686.6 MHz. Can someone please explain how exactly this works? Also in CPU-Z it shows SPD Ext. is XMP 1.3. What does this mean? Hope someone can clear things up for me :D

It's DDR the true frequency the DRAM runs at is around 667 so, since it is DDR (DOUBLE data rate) you take freq x 2 to get effective data rate of 1333
