75 FPS on a monitor running at 60Hz

My post is unusual because normally people want to increase their framerate to 75, whereas I want to decrease it back to 60 for more stable gameplay.

The game in question is Sniper Elite V2 and for some reason, the vsync caps my framerate and 75, not 60 like with every other game I have.

I use an i5 4690k with an R9 280X and I have tried forcefully running vsync through AMD Radeon Settings but it still runs at 75. This is more of an annoyance because I often end up switching windows mid-game and the refresh rate takes ages to swap back to normal for some reason.

Any help would be greatly appreciated, even if it is just an ini tweak that I can do to change the rate of vsync manually.

You can set framerate targets in overclocking programs (i.e., EVGA Precision X). I'd imagine you can do the same in MSI Afterburner, which also supports AMD GPUs IIRC.

Thank you, because I use an AMD card it can actually be set within the Radeon Settings menu. I completely forgot about this setting and I don't use Nvidia but I should imagine there is probably a similar setting.

I have used the target framerate setting which appears to have worked, my monitor has a standard display at 75Hz but I have altered mine to 60Hz because of games like Skyrim glitching out above 60 FPS and it was easier for me to alter the monitor than each individual game, 60 FPS is fine for me.

P.S. If anybody finds this thread and can't get the frame rate target control to work, you have to enable it for all games in the global settings or if running through steam add the line
-60Hz
to the advanced launch options
