Just bought a new internal hard drive, now what?

I have to replace a internal hard drive that was not booting to Windows 7. Unsure if there is physical damage to the disc itself or not but felt regardless, I needed to replace it and get a fresh install of Windows 7 loaded. I just am having a bit of a problem thinking out the order here. Am I correct in that I first need to initialize the hard drive, then format it, if necessary format it and lastly then load Windows 7 on it? If somebody could assist in the the exact order in which I have to get this new hard drive up and running with Windows 7, I would appreciate it.

Solution
install the drive, load windows 7 onto it (you can format the drive with the installer tool), once in windows install your system drivers (don't rely on Windows generics, they don't always work right). That should be it.
Disconnect the old HDD, connect new HDD, using install media (USB or DVD) boot from the media and install the OS, the install process will partition and format the disk for you. Activate windows, update windows, reinstall all previously installed software, then reconnect the old disk to the system using separate cable boot the system from the new drive and move your files (not os files) from old drive to the new hard drive. Done
