What's the best way to learn how to diagnose computer problems?

Hardware problems are way less common then software ones. I have seen only one dead CPU in my entire life.
RAM's has lifetime warranty. Some things can not be fixed like an SSD.

In this regard, practice makes a man perfect. The more experience you have, the better troubleshooter you are.
Read the forums, read the solutions for problems. Fix that broken computer. You will learn gradually.

I have the idea of fixing friends and relatives computers and charging 5-10 bucks or so to look at it (assuming I actually fix the problem). How common are hardware problems the issue compared to the frequency of software problems?

Honestly, you need a combination of hands-on experience and reading up on problems & asking questions. You can ask questions regarding specific problems in communities like this one. You learn from trial and error. You learn from others, and you learn from your own (or others) mistakes.

Got a friend with a messed up computer? Start there. Get a hold of it for a few days & spend some times hands-on.
