Custom Water Cooling Loop Questions + Suggestions?

Looking to get into custom water cooling, but have a couple of questions:

-Is it REALLY worth it to spend 400+ dollars on something that may only boost my OC by .2 more GHz, or does a custom loop at that price do much more?
-What am I looking at price wise for a really good (but yet still beginners) loop?
-Can someone put together a list of parts for a custom water cooling loop? Preferably <500$. Also, keep the parts as black and red themed as possible (preferably red tubing) to match my build nicely.

My only take on this is that if you are not going to water cool you gpu there is a absolutely no reason to use water cooling, other than aesthetics. Mainly the components, these days, are quite power efficient. That means that they dissipate less heat than the older counter parts.

Generally it has become something more of a hobby rather than necessity. IMO. If you do this for performance, i think would be better spent in updating you gpu(s) than adding the loop.

See the thing is that I'm pretty happy with perfomance and my PC (aside from adding another GPU) is really as good as it can get. I want to do this for aesthetics, yes, but I also just want to get into custom loops as a whole. I mean, I've got nothing better to spend extra money on, aside from another GPU, but I am happy with my performance.
