ok so my uncle upgraded his pc and gave me his old xeon W3690 cpu along side 16 gigs of ECC memory so im looking for a motherboard that supports this CPU but can also over clock it. i know this cpu is old but its free and considering my pc is a crappy old pentium dual core i wanna upgrade my budget is 200 or less i know this cpu is old but it was free

edit the cpu will be water cooled the motherboard must support ECC memory and must be able to overclock via the bios

1) I doubt that CPU can be overclocked.

2) Here's a list of 1366 boards that support ECC though you'd have to buy used, so you can try Googling EBay:

3) *It probably makes more sense to SELL the CPU + memory and buy something more modern depending on what you're doing.

4) You'll also have to buy a copy of Windows.

5) Buying a liquid cooler would further justify just building new.

Summary:
Investing in an old motherboard without Warranty, adding Windows and possibly a liquid cooler probably just isn't going to make a lot of sense. If you can get $200 or so (no idea) for the CPU + DDR memory then you can build a better system.

That CPU may have six cores but it's old architecture and for most games will fall beind an i3-6100 dual-core CPU.

W3690 single-> 1598
i3-6100 single-> 2160
i7-4790K single-> 2530

Just in case you'd like to compare performance. The W3690 is going to be almost identical to a $70, X4-860K AMD CPU for gaming (but maybe 50% faster for some well threaded apps).
