Low fps playing games @ 1080p with r9 380x

Im getting single digit fps playing ac syndicate. I do get up to high 50s but then they go down drastically to single digits or 10s when getting into fights or walk near enemies. I was under the understanding that the 380x could handle 1080p on ultra with ant-aliasing disabled. My build is i5-6600(non-k), gigabyte ga-h170-ds3h, 2 x 4gb ddr4 2133mhz ripjaws v, 250gb samsung 850 evo, sapphire 380x, windows 10. This is my first build. I tried uninstalling & reinstalling the drivers. Could it be a hardware problem?
 
1) If a game or benchmark gives expected results then your hardware is NOT the problem. Thus it's a game setting issue likely. Or poor game code.

2) High AVERAGE FPS indicates your hardware works okay, so it appears like settings and/or poor game code.

My guess?
Sudden FPS drops normally indicate:
a) CPU bottleneck (which can happen on a good CPU due to inefficient code)
b) GPU bottleneck
c) VRAM bottleneck

I'm not sure, but at this point I suggest dropping the settings significantly and see how that affects smoothness. Don't use VSYNC either if you drop below the target.

*If you want to use VSYNC, then you have to be careful. For example, with 60Hz monitor:
a) Tweak settings so you stay above 60FPS 90% of the time, then
b) Force on "Dynamic VSYNC" for that game only in RadeonPro
c) confirm it now locks to 60FPS (no screen tear) but if dropping below 60FPS gives screen tear
 
Update:
You CAN use Ultra but I would not.

You might want to be running closer to MEDIUM/HIGH depending on the frame rate goal you have.

I personally would rather have some anti-aliasing over Ultra textures or whatever. Anyway, you're going to have to choose what average FRAME RATE you feel is suitable (VSYNC ON is likely not an option) then play around until the average AND THE MINIMUM is fine and the graphics are the best balance for you.

*This is a game where fluidity and smoothness is more important, IMO, than visual fidelity.

I turned the setting down to
Resolution: 1600x900
Evironment Quality: High
Textures Quality: High
Shadows Quality: High
Ambient Oclussion: Off
AntiAliasing: Off

It still giving me the same problem
