windows doesn't have anything that is related to overclocking
check you motherboard's chipset at intel's site ""http://ark.intel.com/#@Chipsets""
if your chipset proved to overclocking then you can overclock your G3258
but otherwise you can't overclock or you risk to expose your system to high instability
so hoping that you can overclock

well, yes, with some bios (like msi do have one overclocking bios for h81m-p33)
you can overclocking the g3258 with non-z motherboard.
and I dont think there will be any issue with window 10
