Internet Connection Way Too Slow On PC!!!!

I am from Nepal. Internet connection here aren't very fast. Well I was using slow connection but now I have a bit faster connection which is 1MB\s not Mbps. The speed is given by ISP but in real test the speed never exceeded 4 Mbps and I guess 1 MB\s is 8 Mbps. I am thinking of talking to my ISP because I think they are giving me 5 Mbps plan rather than 1 MB\s but we can't really expect as much as they are saying. So, my main problem is that the download speed on my PC and other mobile devices is way to slow compared to my PS4 console. I can download games on my PS4 which are about 15 GB in about 8-12 hours depending on how many users are using the connection and if I am playing online or not. So, 8-12 hours compares around 450-500 Kb\s download speed in my PS4. But on my PC the download speed never exceeds 140 Kb\s. It shows around 50-60 hours to complete same size file. So, What's the problem? Regarding web surfing and streaming videos is pretty much same on both. I can watch 1440p videos easily without any buffering. And sometime my upload speed exceeds download speed. I hope you guys can help me out. Need quick solutions.

I've never seen 1440p streaming on an internet connection like that... The minimum for 1080p streaming is 5Mbps. Also, how are you connected to you router with all the devices? Wireless or wired? Does the connection run through any other extensions/powerline?

Hahaha! I am also amazed to see it. Well I have tried wired and wireless both the difference is about 15 Kb\s but my PS4 is always wired and PC is also wired if I am gaming or downloading. And the connection is only used by me. The results on my PC speed test is at 0.96 Mbps Download, 0.86 Mbps Upload and ping is 6 ms currently and PS4 is showing 3.98 Mbps Download and Upload 4.1 Mbps. Also the ISP is recently established.

Okay, after you giving me this new information, I can safely say that it is probably your ISP's problem. If they are recently established, there might be some compatibility issues on their end. Or, for some odd reason, they are giving you PS4 priority. You could try disconnecting you PS4 from the network and test then (vice versa). Also, once again, are the devices running through any extensions, and how many devices are connected to the network.
