new motherboard and speakers, screeching noise on restart/shutdown,beep issue

Hello there,
i had a replacement to my motherboard 1 week ago!
its a sabertooth 990fxa r 2.0 with an amd fx 8350 4ghz
ram : corsair vengeance 1600mhz 8 gb dual channel
gpu : r9 280 sapphire
psu : corsair g650m
ssd : ocz agility 60 gb / samsung evo 840 240 gb.

So my problem is that even with the old motherboard also with the new one i got the same issue!
When i restart or shutdown my computer a screeching sound come out from the speakers for about 1 sec!
I bought new speakers yesterday cause i thought the old were faulty but i got the same result.
I also hear no beep sound when the computer starts but only if i close the psu button or i have an electricity drop down in my house, only then when i start the computer i hear the normal boot beep sound.
Is this normal? is this only amd motherboards thing?
I also want to mention that for the speaker sound issue i have 2 hdmi cables connected to my gpu
i dont know if they are faulty..
I also notice that when that sound comes up a green horizontial line appears to my monitor.
Everything is new the gpu the cables the mobo the cpu the ram are 3 years old.
The machine is also formated with factory drivers with no issues or bsods!
I dont know what else to do.. i mailed asus corp. but i havent get an answer yet!
Plz if u can help me i would appreciate a lot!
