Fans, HDD, Lights only work, nothing else

I have a B85-G41 PC Mate motherboard, CORSAIR CX series CX430 430W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply, and a Intel Celeron G1820 Haswell Dual-Core 2.7 GHz LGA 1150 53W BX80646G1820 Desktop Processor.
The fans, including CPU fan, will spin and the lights will turn on, the power button on my case will be lit up and my hard drive disks will spin as well. But my back panel ports (Including PS/2 ports), front panel USB and audio jack wont work. No video will appear on my monitor, I've used multiple monitors that I know work with both DVI and VGA ports, no matter what the monitor will always stay in power saving mode.
I personally think it's a power supply issue but I want to get a second opinion since this is a school project and have a limited time to fish this. If you can help me, thank you so much!

New, I had gotten all the parts in the past few days and I had not touched them until I was actually building the computer. I left little room for any of the parts to be messed up in any way.

I'm using 2 CORSAIR XMS3 2GB 240-Pin DDR3 SDRAM DDR3 1333 Desktop Memory Models
I will try that as soon as I get the chance. I had tried moving them to different DIMM slots but nothing had changed

So I tried switching out the RAM and nothing changes at all. Do you think it could be that the psu isn't producing enough watts?
