I tried to get my build as close to $1000 USD as I could. I can't afford to go much higher. My mind is set on the CPU and GPU, although I would be open to different model suggestions for the 970.

I don't plan on overclocking or utilizing SLI, so I'm wondering if I should go with a cheaper PSU.

And finally, I want to know if you think this is a decent build.

1 - I changed the processor to an i5 6600k. It is the successor to the 4690k that you had chosen and it is 10-15% faster.
2 - Along with the new processor, I had to change the motherboard to something compatible and I also changed the RAM to DDR4 which is newer and faster.

3 - I changed the graphics card to an R9 390. The R9-390 is around 10% faster than the GTX 970, but it costs about the same. The only drawback is that it has a much higher power consumption.

4 - To combat the high power consumption of the R9 390 I chose a 750 watt EVGA SuperNOVA power supply. It is a SuperNOVA G2 so it is a tier one PSU and it should be plenty to handle the graphics card.

Overall, these changes will give you a 10-15% boost in performance across the board for essentially the same price, if not a bit cheaper. That's just my two cents. Best of luck with your build, let me know if you have any questions!

If I get a Z170 board instead, won't I be able to overclock a Skylake CPU with a BIOS update anyways?

Only on very few specific motherboards.
