Having problem with random fps drops (stutters)

Ive got GTX 660 2gb GDDR5 i5 4670k @ 4.2ghz hdd 7200rpm 8mb cache 200gb and i have frame stutters while gaming. When i play cs go upon pressing "Tab" (scoreboard) my frames drop really low and make game stutter. When someone get killed somethimes it happens. Same thing in other games please help!!!
 
200gb sounds to me like an old and slow hard drive.
I imagine that the scoreboard function will be trying to update a file on the hard drive.
Consider replacing it with a ssd.
Any ssd will be 50x faster in random functions, and 2-3x faster in sequential.
You should be able to easily clone to a 240gb ssd using the Samsung ssd migration tool.

Yeah i thought it was hdd aswell thats why i put it there btw i was wrong it is 140gb probably around 9y old xD only 8mb cache im thinking about getting INTEL SSD 240gb 540mb Write 490 Read i turned off Paging file to see if that is problem but it didnt do anything!
 
If you have adequate ram, there should be very little activity on the page file.

Performance of all modern ssd drives is remarkably similar.
I like Intel and Samsung for reliability.
I have used the intel clone utility before, and it worked ok.
The Samsung ssd migration app works equally well.
Make certain that you are buying a current gen ssd. Older ones had firmware issues.
Currently, I think you will find the Samsung 850 evo 240gb to be the cheapest.

SSD SATA3 240GB Intel® 535 Series 540/490MB/s, SSDSC2BW240H601 Is that one good enough?

I got ssd but it didnt really fix the problem :(
