Upgrading in order to improve CS:GO performance

Hello community. Once I posted a thread about my computer and asking if it would run CS:GO or not. If I'm not mistaken, the community answered no (I've got few replies). Although, I gave it a shot and surprisingly I am able to run CS:GO at 1024x768 (I know it's a small resolution but it's better than nothing, I also have a 18"5 monitor) and low graphics for 60 fps in most maps. So here is my computer:

CPU: Intel Pentium Dual Core E5200 @ 2.5 Ghz
RAM: 3GB DDR2 800 MHz
GPU: Gigabyte Radeon R7 260X OC 2GB GDDR5

At this point, I want to improve my rig in order to run CS:GO at the highest graphics possible (without changing the GPU) and the 1366x768 resolution at constant 60 fps in all maps and situations. Is it possible?

Now I know that the 775 socket that I have is old and therefore I would have to replace it. Should I go for the newest LGA1151 Skylake structure or would the Haswell be ok? I'd aim for a quad-core so the i5 would be the best. As for the RAM, would 8GB at least running at 1600 MHz be ok? (DDR3 or DDR4 2100+ of course)

CSGO isn't a hard game to run. A pentium G3258 does fine with the right graphics card. Im pretty sure a 750ti can hit 299 fps

Don't play on highest graphics if you want more frames, the game barely looks different. If you want high and are just playing casual disable v-sync. Im sure you want to play other games but for CSGO you don't need that much CPU. I went with 1150 because I could get more for the money, 1151 should last longer though.

I run one stick of 8GB ram which was at 1600 mhz and I was pinned at 299 in that game without a problem. I must note unless you plan on going pro and all you do is play CSGO for the past 5 years. I wouldn't upgrade your rig for just CSGO but thats just me.

I don't intend to go pro as in going to ESL competitions and such but yes, going high on the ranking ladder. I also intend to play other games but my goal is to reach a level of comfort in terms of multi-tasking if necessary, as well as good performance in games, not running a old dual core you know?

Figure out how much money you want to cough up and im sure many people here will love telling you get this or get that and even make some builds for you to look at and you can create your own from there. Personally I like to save money so I would get the 3 year old car at the dealer if I where to do that. Its all about your budget that said, you can make some pretty potent rigs for 2-400 dollars US.
