New System Build Lights Up But Doesn't Display On Monitor (I read the checklist)

I have been looking for a cheap gaming computer to take with me in my RV for a while. I finally designed one and bought the parts. I have checked that they are compatible.

MSi A78M-E45 Motherboard
Bought used off of Ebay. The seller has good ratings and claims "Tested and working." I was able to connect everything like normal. The seller did leave a few standoffs attached to screws in the motherboard, if that could've shorted it out or something. USPS delivered the package on a cold and rainy day and left it by my garage where no one got it until late at night. I actually looked up the tracking and saw "delivered" before I went out and checked. The package felt dry, but was very cold. Upon unwrapping it, the seller used so much bubble wrap and tape that you could almost go scuba diving with it. If you think this is the problem, should I contact the seller or contact USPS and blame it on them?

Processor
I don't have another FM2+ processor to test the motherboard, but the AMD Athlon X4 860k is brand new and has no bent pins. The motherboard's socket moves around a little and the lever for locking and unlocking the socket is stubborn. I lined up the two triangles before installing the processor, and it locks into the motherboard fine. I had the fan installed and already am disappointed that I have to replace the thermal paste.

Various RAM
I tried all 4 RAM slots. I tried the new RAM that I bought from Newegg, and the RAM in my desktop. They are all DDR3 and listed as compatible by the motherboard. Still no luck.

Various GPUs
I tried an old GT 630 and a GTX 660, with no video output from either one. The both worked fine in the original systems they were in.

Various PSUs
From all of my system builds, I have these just lying around everywhere. I tried 430 W and 650 W. I made sure everything was connected right. The outcome is the same with both.

Various HDDs
I am that guy who collects friends' old laptops. I have a stack of laptop hard drives. I've worked my way through the stack in this system build, tested their functionality in my main gaming PC, and even tried an old desktop hard drive. I can feel them running, along with hear them, but no luck.

Various Cases
I tried an ACER case from a Veriton M460 desktop. It did the same thing as a fairly new Rosewill ATX Mid-Tower case.

Even various monitors
I tried an Acer 800x600 monitor via VGA, along with a Planar PXL 2430MW 1920x1080 via HDMI. Neither of these work with this build. They both work with my other computers.

The hard drives I'm trying to boot from are empty. I have a flash drive with Ubuntu on it in the back of the computer.

The computer lights up, hard drives spin, fans push air, the graphics cards make sound, but there is nothing on the monitor. Thanks for any help in advance.
 
Solution
Did the seller advise which BIOS revision was installed? That board didn't support the 860k initially. You may need a compatible C/APU in order to flash the BIOS

The seller did not. The only thing the seller said was "Tested and working.". That was it. I sent him a message on EBay just a second ago.
