what should i upgrade on my rig?

I currently have an amd fx 8320 oc'd at 4.5ghz with a gtx 960 and im wondering where i would see more improvement for gaming a better cpu or a better gpu. I have already made up my mind since I have a corsair 750w 80+ bronze cert psu im getting the amd r9 390 as my next component upgrade im just curious as to others opinions on what i should get and why i believe i would see the biggest improvement with an upgrade in gpu rather than cpu but what do you think?

mobo: gigabyte ga-970-ds3p
cpu fan: cm hyper 212 evo
ram: g.skill ripjaw x series 2x8gb 2133mhz
psu: corsiar 750w 80+ bronze cert
gpu: asus strix gtx 960 oc'd at 1423mhz
case: diypc shadow-h01-w

With that CPU you should upgrade the GPU. This will give you the most upgrade for gaming then rebuilding with an Intel system. Yes you will probably have a few more FPS with the i5 4460 over the AMD 8320, but not enough to make that much of a difference, IMHO. The R9 390 is a good GPU and should give you a better gaming experience.

but would that give me a better gaming experience vs upgrading my gpu to an r9 390? i play games like witcher 3 fallout 4 crysis 3 ect. ect. from my understanding most games are graphic intense rather than cpu intense for the most part. i just want to make sure im getting the most bang for my buck. if my cpu is currently holding back my gpu then obviously a more powerful gpu isnt going to help the situation but if my gpu needs an upgrade to improve performance then id rather spend my money on that than spending 300 on a new cpu and mobo for no better performance

at the moment i am gaming at 1080p since the current gpu i have is the 2gb edition and not capable of handling more however id love to make the jump into QHD (1440p) or to 4k if my rig is up for the challenge.

that is what i was thinking but i read these blogs and other things and see bench marks where sometimes even a current gen i3 such as the i3-6100 out performs my current amd cpu. but im guessing thats with a titan x or something in order to draw out the full ability of the cpu's
 
No, the only way for an i3-6100 to outperform an 8320 @ 4.5ghz is to run something which basically can use only two cored, and even then i have my doubts. Most modern applications can utilize more cores that's why no i3 can outperform the fx 8xxx series. Also your CPU is not a bottleneck in any game whatsoever, you will have a hard time finding something that will push it over its limits.

i also tried to say this but then i get called an amd fanboy and shunned haha but im glad im not the only one that thinks that kind of a test is biased.
