Looking for Front Panel Header Pin Identification for WADE 8020 Board

Hi, I picked up two WADE 8020 mini-ITX boards from eBay which came with Core i7 processors and 8Gb memory. For the price they look like a really good spec.

The problem is that they are intended as industrial PC boards and the documentation is quite poor. The user manual has an almost illegible board diagram and there are even some differences between the diagram and what's actually on the board.

Anyway - I have dropped one of the boards into a case from an existing machine (so I know the case and power supply are good) but I can't get it to start up. When I press the power button the CPU fan jumps very slightly and then nothing more happens. I switched boards and the same happened with the second one, so I am assuming I am doing something wrong and I don't have two duff boards.

The manual says that JP10 is the front panel header, and based on the manual http://drivers.portwell.com/IPC_Manual/WADE/WADE-8020/WADE-8020_R1.4.pdf I am assuming that the top right pin marked in black is pin #1. My front panel connectors are all separate (not one big plug) so I need to know which pin in the header to connect each wire.

Guessing the numbering and trying every combination hasn't worked and I'm still not getting any life out of the board (other than two on-board LEDs blinking now and then, and the CPU fan jumping slightly) so any experience, knowledge to get these things fired up would be appreciated.
