Games are choppy on Sapphire HD 6950 2GB

I recently bought HD 6950 2gb sapphire version since my gtx 560 fried. But when I play skyrim in ultra settings, I can see the frame rate dropping then went up again. It usually happens when I do 360 spin and running around. Also gta v in high settings (https://www.google.co.nz/url?sa=t&source=web&rct=j&url=http://m.youtube.com/watch%3Fv%3DcBDnJfpl7Fo&ved=0ahUKEwjY7ZKot_zLAhVhGaYKHYlQAD4QtwIIGTAA&usg=AFQjCNG-H8Gv50XXzprwfKwIAkIb5haSug). In minecraft around 35 fps when I'm outside village and 25 - 20 when inside the village with default settings. I wonder if it's my power supply that causing this since I have a cheap psu aywun a1-5000 or my cup which is core 2 quad q8200.

You're trying to run Skyrim in ultra on a 5 year old GPU, on a 5 year old processor, with a cheap low end power supply.

You need to significantly lower your expectations. Turn it down somewhat and you should be fine.

To be fair, Skyrim is also 5 years old so it's not unreasonable to expect 5 year old hardware to run it well. That being said, the processor is actually almost 8 years old and Skyrim demands a decent CPU.

Edit: For clarity here are the recommended specs (not minimum) The OP's stated specs all meet or exceed the recommended specs.

Quad Core Intel or AMD CPU
4GB RAM
GTX 260 or Radeon 4890

Money is really tight for me to buy new components since need to pay uni fees and other. Is Q9550 decent choice for now?

It is a little faster but I wouldn't put much money into another Intel Core 2 Quad. If you can get it for almost nothing than go ahead.

If not I would save your money and start looking for a used i3 and motherboard combo.

What currency are you in?

Edit: The CPU would bottleneck the GPU alot, but it's easily a higher framerate than the sapphire card, and you always could spend some money on a new CPU in the future.

Another thing I have found out is that my graphics card only perform up to 725 core speed when gaming not up to 800 core speed. Any solution's?

I'm in NZ too, the cheapest you can get is 220-240 for that card using pricespy.
