Troubleshooting: Replaced graphics card without removing power from PC and PC no longer works.

So a friend ordered a GTX 970 and when he installed it his pc was not booting correctly and only getting the bios on the screen and nothing else. I said I would give it a try in my PC to see if it was the GPU or the PC itself. When I installed it and checked it out it would not boot for me either. I then made the stupid mistake of not unplugging the system when removing the GPU which I think is the cause of my problem. Although I felt no static shock. I then put my GPU back in place and my PC no longer booted and I could not even get into the BIOS any more. Just a black screen. At the same time as this problem starting the red CPU LED that ASUS Mobos have came on and has stayed on since. All the LED's and fans in the case are functioning as normal as well as the CPU pump.
My conclusion was that the fault was with the CPU or the Motherboard but if I'm correct I don't know how I would be able to diagnose which of these it would be.
I have tried unplugging and replugging all cables, tried a different GPU in the PC, dont know what else I could test.

Solution
If you removed it, then the BIOS/UEFI might have defaulted back to the integrated video card. Connect the monitor cable to the on-board video thingy and see if you get anything.

The other option is to reset the BIOS by using the PIN and/or taking our RAM sticks to force a full POST (sort of speaking).
