After 2 weeks of research, I finally made my gaming PC. Here is the list:

Processor: Intel Skylake Core i5 6500
Graphics Card: Gigabyte GeForce GTX 950 XTREME
Motherboard: Gigabyte GA-Z170XP-SLI
RAM: Team Elite Plus DDR4 8gb(2x4gb) 2400mhz
Case: Gigabyte GZ-G111BA-CNB
Monitor: Samsung S22D390H 21.5 Inch
Storage: Western Digital WD10EZEX-00RKKA0 1TB
Power Supply: Seasonic SS-520GB Active PFC S12II
UPS: Prolink 650VA

Please don't suggest a better GPU. I know what I'm doing. I plan to SLI in the future. And the Gigabyte GTX 950 Xtreme is a very good GPU.
I can't buy a SSD because I don't have the money.
Other than that, what do you think of this of this build? Can I run GTA5, The Rise of Tomb Raider,
Watch Dogs, Mortal Kombat X, Call of Duty Black Ops 3, Mafia III, Street Fighter V, Assassin's Creed Syndicate etc games in 1080p or 720p in low settings?

Solution
You already have these parts?

Sorry. I don't like the build. You should have gotten a better video card. Trying to SLI two 950s is not a very wise decision. You're going to need a new psu to even do so.

It seems you didn't spend your money very wisely. For about the same price, you could have gotten a B150 motherboard and R9 380 that have would seriously outperformed that setup. You could have gotten an i3 6100 + 250GB ssd + R9 380 that would still easily perform better for about the same price.

part wise its alright, but it could have been configured better. gpu is meh. if you knew what you were doing you wouldn't be asking for opinions here, and you wouldn't have gotten a 950. im sure you knew these opinions were coming since you asked us not to comment on getting a better one. two 950s sli is never a better option over one stronger card. im sure you could have budgeted a better system. i agree with cturbo. also, im pretty sure that psu is not enough for a second 950 too. didn't look into it though.

I personally would have gone with something like this:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($194.99 @ SuperBiiz)
Motherboard: ASRock H170 Pro4 ATX LGA1151 Motherboard ($89.99 @ Newegg)
Memory: G.Skill Ripjaws V Series 8GB (2 x 4GB) DDR4-2133 Memory ($34.99 @ Newegg)
Storage: Crucial BX200 240GB 2.5" Solid State Drive ($63.88 @ OutletPC)
Video Card: Sapphire Radeon R9 380 4GB NITRO Dual-X OC Video Card ($193.98 @ Newegg)
Case: Corsair 200R ATX Mid Tower Case ($44.99 @ Micro Center)
Power Supply: EVGA 750W 80+ Bronze Certified Semi-Modular ATX Power Supply ($48.99 @ NCIX US)
Total: $671.81

the pro4 board is capable of crossfire so you could have added another 380 and the psu is big enough to support it, so no upgrade would have been needed. performance would blow your 950 sli away.

OK, again I don't give a damn about SSD. But your suggestion on the GPU is amazing!!
I don't want to use a i3. But if I use a B150 then, I can buy a R9 380.
What would you say if I replace my GPU and mobo with:
GPU: SAPPHIRE NITRO Radeon™ R9 380 4GB
MOBO: Gigabyte G1 Sniper B7

Thanks for the help.

@N3rdR4ge
Thanks for the reply but why did you suggest a build that is completely different from mine? Why?

I mean I'm looking for suggestions but I think you're say that my 2 weeks of picking is completely wrong. Why?

The Gigabyte G1 Sniper B7 is great but overpriced. You could get a better H170 motherboard for less than that. The Sapphire R9 380 is great. You could save money on the 2GB 380 if you wanted.

I believe N3rdR4ge is just showing you an alternate way of spending your money. I was trying to avoid completely redoing your build even though that is what I wanted to do as well.

I don't know what you have against ssds, but once you have your OS on one, you'll never go back. Your entire PC would be noticeably faster in almost every task. Definitely worth it IMO.
