Windows 10 Pc sees Win 8 LAN server but not vice versa (Minecraft)

Hello.

I have a Windows 10 Pc that can connect with a windows 8 laptop on a Lan Minecraft server with no problem- but when the host is the Win 10 pc the Win 8 lappy connects with an error--

Failed to connect to the server

java.net.ConnectException: Connection refused: no further information:


This error started appearing as a result of switching from a router to a modem as a primary internet switch.

Any help is appreciated

Connected to this Arris, can each system obtain an IP address, and see the outside world?

The issue exists when trying to connect to a minecraft server?
If the server is on the laptop, the desktop can connect?
And if the server is on the desktop, the laptop cannot connect?

Is this correct?

That would point to a configuration error on the desktop minecraft server.

Alrighty. Previously--

..................... is hardwired

Before i was able to spot an error, our internet was laggy as a result of a static IP with the router. the modem had its own ip and wireless capabilities without awareness of it. I had lots and lots of trouble port forwarding. Both of the devices tried to be "boss" and have their own IPs.
Laptop~~~~~~~~~~~~~~~~~~802.11ac 2.4Ghz WIFI(router) Has Seperate IP)..............................Modem w/ seperate IP

Desktop.............................................router [own ip]....................................................................................Modem[seperate ip]

New Setup.

Laptop~~~~~~~~~~~~~~~~~~~~~~802.11ac 5ghz wifi FROM MODEM

Desktop.....................................................Modem

The new setup is the same as the old one. It just got rid of the router intercepting in between everything

and- the modem is made by Arris, it has 4 ports on the back.

Then it is not just a modem. It is a modem/router.
A true modem would only have 1 port, to talk to a router.

Everything is correct. How do I remedy this configuration error?

 
The port forwarding on the router would be wrong is what I would imagine.
The router (or the old router was) is properly setup to forward the minecraft ports to the laptop, but not the desktop.

Servers (hosts) need to always be on the same machine/ip/port and if you change them you have to redo the entire setup.

The port forwarding has to be the same on the router and the computer host. You may have to turn off Windows Firewall completely to test it, as it's likely blocking the incoming connections.
