Specs;

CPU: i5-4460
PSU: 600 Watt Thermaltake TR2
MOBO: Gigabyte B85M-D3H
RAM 16GB Kingston 1600 Fury Blue
Hard drive: 1TB Western Digital
Case: Chasar A31

My computer turns on and off constantly. It turns on for about a second, then it powers off, then it turns back on. I've removed all components except for my CPU, CPU fan, and 1 RAM stick. My PSU is working. No electrical shorts, that I can see. I'm thinking it's my MOBO. I've tried clearing the CMOS. I've tried switching my PSU voltage. Nothing seems to work. Please help me out.

Solution
Disconnect the 8 pin atx/cpu from the motherbd.
Its possible to plug in an 8 pin peg/pcie instead which, since its wired completely opposite, would engage the PSU protection circuits and may cause this.

Otherwise, Time to try another psu or pull the motherbd from the case. I would remove the motherbd from the case and make sure there isnt a misplaced standoff shorting out the bottom of the motherbd.

Try disconnecting the pwr_sw switch from motherbd.
You can use tweezers or a small flatblade screew driver to jumper the pwr_sw pins (on the motherbd) to turn the unit on and see if the problem clears up. You just briefly touch the two pins and let go when you see the power kick on. be very careful not to short out anything else.
