New HDD, "Getting Reboot and select proper..." message.

My old hard drive died, so I got a new one! The 1st new one was refurbished and had bad bearings. (It was super loud). So I sent that one back and had the company replace it for me. They sent another one to me, this one is nice and quiet.

Anyways, I plugged the 2nd one into my computer and put the 64 bit Windows 8.1 disk in the DVD drive and now all I get after the BIOS prompt is the "Reboot and Select proper Boot device or Insert Boot Media in selected Boot Device." message.

I have tried swapping the boot priority from the ATAPI DVD drive to the WD hard drive and back again but that doesn't seem to make a difference. Also, it just doesn't seem to know the disk is in the drive. I have no idea what to do now.
 
Solution
It opens and closes because voltage is applied (a SATA or IDE cable is not required), but it doesn't prove that it's working. Was it working fine before you repalced the HDD? Did you test it in another PC or did you try another DVD in yours?

Oh, I apologize, it is an HD dvd 1270 drive. I updated the original post to reflect dvd and not cd.

Still the same message. I unplugged the hard drive, rebooted, and after the ASUS/Intel workstation splash screen it goes right to that reboot message.

The only indication that the computer recognizes the DVD is that it opens up when I press the button. When the old hard drive died on me, I took it apart and the disks inside had dark worn circles where the reader/head was. I guess that was the problem.

Yeah, it worked before. um...the boot device priority in the bios lists ATAPI CD-ROM, Hard Drive, and Removable Device. But I don't even have a hard drive connected. Maybe those are default entries? I guess it could it be that the ATAPI drive isn't my HP DVD drive. I can try to unplug the DVD drive and replug it in? you think that might work?

Yeah, that did!! I just unplugged the power from the dvd player and I unplugged the other smaller cable (I guess its the SATA?) from the drive and the mother board and plugged it back in and it says booting from CD-Drive now! I really appreciate the help, thank you so much!!
