New 1x8gb Ram Module not being recognized windows 7

Hello, to start off i built my new pc a few weeks ago and put 1x8gb module of Kingston HyperX 1600mhz ddr3 ram to start off with cause i was on a budget, now i go back to amazon and order the exact 1x8gb module again, put it in the other blue ram slot on my mobo and it shows in my windows system information 16gb installed memory but only 7.90 available. I already swapped the singular modules to test if its a faulty ram module, but both modules work great by themselves.
Anyone have some troubleshooting flows i could go through?

MOBO: ASUS M5A97 R2.0
Processor: AMD FX 8320
RAM: Kingston HyperX FURY 8GB 1600MHz DDR3 CL10 DIMM

Thanks for any advice, im stumped.

I was under the impression updating my bios is difficult?

shouldn't be, there's instructions in your manual and at the mobos web site, generally it's download, put it on a flash drive (formatted for FAT32) go into BIOS and select update, I don't recommend updating via Win or over the internet direct if they offer those options

I was able to find a list of my mobos newest bios drivers here (https://www.asus.com/us/Motherboards/M5A97_R20/HelpDesk_Download/)

Should i download just the one lastest one?

EDIT: I went into my bios and it appears as if i have the last bios update already

I went into my bios and increased the dram voltage from 1.500v to the next increment up which was 0.00679 or something, saved and exited but windows shows the same thing 16 available but 7.90 usable.

EDIT: my bios only recognizes one of my modules, yet windows says 16gb available

It may be the sticks just don't want to play - have run into this numerous times, even if same exact model, when you buy a package of sticks they have been tested to ensure they will play together nice. You can pull sticks right off the assembly line and they might play, might not

Is there any way to get them to play nice? should i reseat them in the black slots instead of blue?

So i should increase the dram voltage from 1.500v to 1.550 as well as CPU/NB voltage to 1.2 from its default?
Sorry just trying to get this figured out

I could find the option for just CPU/NB voltage the closest thing was CPU/NB offset voltage and the max for that is 0.50000v
