AMD FX6300 processor overheating

I am experiencing an issue of overheating my FX6300 amd processor with Geforce GTX 960 4GB asus strix edition and 8Gb ram... 500 watt power supply corsair....It happens only when I am running windows 7 as the temperuture bumps up to 62-63 degree Celsius when even a simple program like browser or antivirus is running but with windows 10...it is all normal..surprisingly when Maximum process State is 99%, temperature falls.... plz tell me a solution for this without buying any new hardware like cooler or anything....

Better way to look at AMD Overdrive is to think of the max temp at 80c and you subtract the number in "Thermal Margin" that Overdrive is showing you.
Opening Overdrive right now and it shows what you need in CPU Status, then you subtract the number in thermal margin from 80c and that's your temp.

At idle the margin is around 20... it means my cpu is running at around 60 degree...i would also like to say that the core frequency is locked at 3817 mhz which should be around 3500 i guess... Is this the probable reason??then what to do... ???

well the4 problem is the core frequencies should ideally be 3.5ghz but they are currently showing around 3.8 ghz which means obviuosly something is running in the background.. if i can some how bring down the core frequencies of the processor i think it would solve my problem...
