Hi, I decided to start upgrading my system so I bought a new case. I put everything in it and realised my psu's cables were too short. I put everything back in (working). Then I bought a new psu corsair Cx500. I started building, when I turned on the pc I only saw this . I checked everything was fine. I put it back to my old pc and it showed the same thing. What the hell happened?

One of dozens of things could have happened in a complete hardware migration.

Did you reseat anything like memory or your processor? Did you reapply thermal compound, if you removed the cooler? Triple check all connections for connectors and components. If you removed your dimms, did you put them back in the appropriate configuration as specified by your motherboard manual?

Is your video card fully seated? Does it have the correct power connectors connected? Check your processor, socket and motherboard, if applicable, for bent pins or bloated caps.

Swap back out to the original power supply.

Do you receive a post beep of any kind before reaching this screen? Do you get your motherboard splash screen? Can you enter bios or boot...

Pull your power cord from the back, remove the CMOS battery, press and hold your power button for about 15-30 seconds to discharge capacitors, reseat the CMOS and connect the power cable to see if it changes your start up situation.
