My games are lagging once in a while and GTX 980 SC temps get really high!

So recently I got a new EVGA GTX 980 SC GPU and I was getting 1-2 sec lag once in a while, so I checked my gpu temps whilst playing games and I they go up to 60-75. The thermal software I use centere. Please help any solutions would be helpful!

first, those are safe temps. however, its unusual high for a custom cooler card. perhaps you dont have good ventilation for it in the case? i would definitely not expect temps like that to cause an fps spike. there could be something else causing it. either some other component bottlenecking, or it could just be an unoptimized game. more details?

I have an i7 4820k cpu, 8 GB RAM and 1TB magnetic hardrive (recently defraged). I optimized my windows 10 for performance and disabled useless backround processes but the random lag still happens. My friend suggested that it might be the hardrive, any souloutions?
