Recent Power Outage- Is my Motherboard or SSD Damaged? Experiencing Long Boot Up Time.

GPU: EVGA 980 ti sc
PSU: Thermal Take Tough Power Gold 650w
Hard Drive: 1 TB Samsung 850 Evo SSD
CPU: Intel 4790k 4.0GHz
OS: Windows 10 Home

I recently suffered a power outage and when the power was turned back on, my computer during boot up was sitting at the Asus Boot screen (Where you press F2 to enter BIOS) for about 30 seconds in which the Boot_Device_LED was a solid red. My keyboard and mouse would not react at all, no loading bar or animation was shown. What makes this even more peculiar is that after 30 seconds or so, my peripherals would suddenly activate, the Boot Device LED turn off and then everything would boot as normal. I experienced no other slow downs. The boot time before the outage was almost instantaneous.

I would also like to note that the USB ports on the front of my case, that are plugged into my motherboard, no longer work after the power outage. Everything plugged in is unrecognized by the computer. Other than that, everything works fine.

I can't figure out which part of my computer has received damage. I completely wiped my SSD and re installed my OS in which the boot up was still freezing at the ASUS boot screen with Boot Device LED still lighting up temporarily before finally booting.

Is my motherboard done? Or is it my Hard Drive? I just want to know which to replace so I can move forward.

1| Have you tried reinstalling your OS?
2| You're suggested to disable automatic device driver updates and then proceed to install your device drivers to avoid Windows sourcing drivers not meant for your system.
3| I could poke the culprit to be either or both of them but until you reinstall your OS to verify that the installation hasn't been corrupted then we are also left to think that other components may be at fault.

* Have you made sure your BIOS is up to date?

Everything was up to date. It seemed that my problem was solved when I completely shut off the computer, removed my RAM and then re-inserted it back into the motherboard. Everything runs as it did before
