Voltage when computer turns on?

When I push the button to turn my computer on, it creates a short in the circuit on the motherboard which activates the PSU. I was wonder what is the voltage that is happening in the shortage. If someone knows please let me know. I have a Gigabyte F2A88XM-D3H if that is needed.
 
Solution
Yes its a floating 5v normally, its circuit is just looking for the short to ground so it will activate the PSU. When the PSU voltages stabilize it puts a high (4-5v) on the PWR_OK or PWR_Good line which signals the motherbd that its safe to begin booting up.
