Im new to pc building and i am wanting to be able to play 4k at a reasonable fps, the build so far
Intel Core i7-4790K 4.0GHz Quad-Core Processor
Asus Z97 PRO GAMER ATX LGA1150 Motherboard
Corsair H110i GT 113.0 CFM Liquid CPU Cooler
Kingston HyperX Beast 16GB (2 x 8GB) DDR3-1866 Memory
Corsair Builder 600W 80+ Bronze Certified ATX Power Supply

I dont know what GPU to get
my options are to get 2 gtx 970 in sli
or to get a 980ti
or a single titan 6BG

Solution
I've tried a couple of the graphics cards you're talking about. I've also tried 4k gaming with them.
I tried a GTX 970 sli because I already had a gtx 970. It was very fast but there were some quality issues in some games. I used google a bit to see if I did something wrong and found that this was fairly common. That and also some games running slower and others faster. Also in my opinion 970 sli is very close but not quite enough for 4k gaming.

I tried a single 980ti and really liked it. At 4k it was not perfect. Occasionally I had to tune things down. Also after playing for a while at 4k, I found I was at least as happy at 2560x1600. At this resolution a single 980ti lets me run everything at MAX and it is very smooth.

In reading the reviews, there seemed to be little or no advantage to the Titan cards, so I passed on them. In some benchmarks the 980ti was a little faster in some a little slower, but in all cases it was very close.
If you really want 4k as your end goal, go ahead and get the 980ti for now and plan on getting a 2nd one later.
Optionally you could wait a few months and see if the next gen from Nvida (Pascal) brings a little more to the table.

Thanks for the detailed response i will probrally get the 980ti and a second one later or as i am going to build this in the coming months should i wait to see what the nvidia pascal has to offer

That depends on settings.

I'm gaming at 2.5k and 4k using a R9 380. The benchmarks are often not accurate, because they usually include the "eye candy", and AA. I'm hitting 60 FPS in Batman Origin as we speak at 4k, but your requirements may be different. If I were you, I would buy a single GPU, not two. It's a possibility that some current, and future titles won't fully support SLI, or do a very bad job at it. You don't want to run into any of those issues.
