How to format an external Toshiba 1Tb Hardrive?

apparently my external hard drive is corrupted. I've been told the only way to fix it is to format it, and I've tried doing that using "mini tool partition wizard" and after I did the steps required nothing changed and my hard drive still wasn't showing up on my pc when I opened file explorer, so I'm guessing its still corrupt. can anyone tell me how I can actually format this, without paying?
 
Solution
So in your screenshot, there is an option to make a New Simple Volume, click that and follow the wizard. As long as there isn't something physically wrong with the disk, it will make the partition and format it.
You should be able to delete and remake the partition in Disk Management. What version of Windows are you using?

If you are using Windows 10 (it might work in Windows 8 too) use Win Key + X and select Disk Management from the menu.

In Windows 7 you go through Computer Management > Disk Management.

Connect the drive.

Hit Win Key + X, from the drop down, select Disk Management..

From that screen you'll see the lower pane with all the drives connected to your system. Make sure to correctly identify which drive is the Toshiba 1TB external HDD. Right-click the drive in the lower pane. You'll get a drop down menu and if there is a partition on the drive, the option for Delete Partition won't be grayed out. In this case, click the Delete Partition. If you've deleted the partition or the option to delete is grayed out, then when you right-click it again, you should have an option to Make Simple Partition. Do this, it will start a wizard and just follow the prompts until the partition is made and formatted.

so I right click and there is no option to delete. nor is there an option to make simple partition
 
Here is a image of what mine looks like:

The disk I've right clicked on is my WD MY Book 4TB drive. As you can see there is a Delete option and it isn't greyed out since there is a recognizable partition on it.

Can you post a screenshot here of what you see?

how do I take screenshots of my screen?
 
The easiest way is to get everything set to take the screenshot, hit Print Scrn on your keyboard, then open Paint and Paste into Paint. Save it as .jpg and then upload it to an image server such as PhotoBucket. Then link the screenshot here.

Print Scrn (the key) puts in the image in your computers Clip board and makes it available to use in any imaging software.

Ok, so you have to hit the Print Scrn button, then you have to open Paint. Once Paint is open, you'll see a button on the top right that says Paste (with a drop down arrow), the clipboard shouldn't be greyed out if there is an image in the Clipboard (if Print Scrn worked), click paste. This should put your screenshot in Paint.

What image hosting site are you using? When I post here, I use the url given by Photobucket (Direct) and click the image button above, then paste the URL in the image window that opens. Then just hit answer.

No I'm not seeing it. Did you use the Direct link? Once you click in that box (Photobucket) it copies it, then click the image button on the bar above (where you have bold, italics, strikeout, blah blah). That should open a window for the URL, right-click and select paste and then click OK.
