Would a 980ti be a bad investment with nvidia's new line coming out? would it be smart to choose a 970 and upgrade in the near future/ or even a year or two from now?

It's hard to say for sure. We don't know how powerful the Pascal GPUs will be yet and we don't know how much they will charge for them.

We also don't know when they are coming out. It seems like everyone has been saying that they are just around the corner for about 6 months now.

I remember people speculating that they might be available in Q1 2016. Well that has come and gone. Then they were rumored to be announced at an event this week but that event came and went with no announcement. Now some people are speculating Q1 2017. It really could be any time between now and then.

It's really a decision you have to make. There is something to be said for going with an upper-midrange card like the 970 and upgrading every 2 years instead of going with the high end 980 Ti and trying to stretch it out for 4 or 5. Either way you would spend about the same amount of money in the long run.
