Quantum Break PC Performance Issues

I recently bought Quantum Break for PC. The performance has been really bad for me but my rig should be able to handle it fine. The frame isn't too bad especially for a game that has just launched for the Widnows Store but there's a massive of amount of stuttering which makes it very difficult to play. Here's my system specs:

OS: Windows 10 Home 64-bit
CPU: i7-4790k
GPU: Gigabyte Gaming G1 GTX 980 Ti (set to OC Mode)
RAM: Corsair Vengeance Blue 16 GB 1600 MHz
PSU: Corsair HX850i
HDD: 1 TB 7200 RPM HDD

I am playing at 1440p resolution but like I said before my frame rate is fine for the most part but there is a massive amount of stuttering. I was wondering if anyone else is having the same issue or if they have a way to fix the stuttering?

Oh, I'd read some reviews on Quantum Break on the Windows Store and some people there were complaining about too much stuttering but I wasn't sure if it was a widespread issue or not. I did read an article though about how the frames don't sync properly with the refresh of a monitor. They said something like only 5/6th of the of the refresh rate is used so that you have a 60 Hz monitor then it'll only refresh at 50 and likewise you'll get a lower refresh rate on your monitor than what you should. I'm sure that isn't helping any with the stuttering. There isn't any option for V-sync in the game but I never get screen-tearing so clearly there's V-sync of some type running in the background. I've had games in the past stutter in a similar manner as it does with Quantum Break for me. In the past all I'd have to do is enable a different V-sync via the Nvidia Control Panel but unfortunately I can't do that with a Windows Store game.

It's not a matter of my GPU not being powerful to run the game, Multicom. I'm getting very high fps (50-60 avg) at times at full ultra settings at a 1440p resolution. Not many of AMD's GPUs could run the game at max settings at a 1440p resolution even with all of their async shaders and still get a decent fps. My only problem right now is that the game stutters too much.

I'm not sure about the RAM and CPU usage, I wasn't monitoring either of them. However if you have a mid to high range AMD GPU I would say go ahead buy it but if you're running a Nvidia card stay far far away from Quantum Break until there's been an immense amount of patching. Also, you may run into download issues with the Microsoft Store. Don't buy the game unless you're willing to do a clean install of your hard drive because that's what it may take to download Quantum Break.
 
Afaik the game is mess regardless your card being amd or nvidia. Amd might win with frame rates but that's most likely not because of async but due to the gane itself thay build specifically for xbone first which is habe amd GCN inside. And Remedy develop their game engine in accordance to the APU built into Xbone. For once they have this 'reconstruct' tech or something. Some pc user complaining there seems to be somekind of texture popping and Remedy said that is how their game engine work. My speculation is the APU (specificaly the gpu) does not have the raw power hence Remedy using this work around to compensate.

It is a mess for a lot of people which is evidently clear if you read the reviews on the Windows Store. It has 86 1 Star reviews but on the other hand it has 103 five star reviews. The safe bet in this case is to not buy the game. However, if you think you'll be one of the lucky one to get fairly good performance out of the game then you can risk buying the game. Atm, if you're running an AMD card you're more likely to get good performance but it is still risky.
