Numerous problems with computer build

I have had numerous problems with my computer since I built it and I'm hoping some of you can help narrow down the issues. I suspect most of my problems originate with the motherboard, but perhaps there are other things going on.

1. Freezes on boot at black screen with "9C" in the bottom right corner. I can get around this issue by just hitting the reset button on my tower.

2. I often lose the ability to see and access my external usb storage drives. Happens very randomly and intermittently. Sometimes I can get them back by reinstalling usb storage drivers, sometimes not.

3. My sound often goes buggy and will have a weird distortion noise. Usually can be corrected by a restart.

4. Since hooking up my new Samsung S27D590 monitor, the desktop goes all buggy with a black background and icons overlapping each other all over the place.

Any advice you can offer would be appreciated. I've done driver updates up the wazoo for everything you can think of including BIOS etc. I'm kind of ata loss at this point. First installed with Windows 8.1 64bit, but am now running on Windows 10.

Solution
I would start by removing the sound card, since its technically optional hardware.
Next, I would remove the GPU and run on integrated graphics (were diagnosing the PSU here)
