My computer restarts at random Intervals

Hello guys. This is a problem that has been haunting for long. I am already trying to get some money to get a new pc altogether, but I'd like to know if this one might have a fix somewhere.
So, when I start the computer it gets to "Starting Windows" before resetting. It goes like this until like 5-6 times, then it gets to windows. On windows, I can browse the internet and use spotify (that's usually what I do) for an hour or three before it restarts again, or restarts suddenly when I open up a game (funny thing I noticed is I can put a youtube video running and it reduces the chances of crashing somehow, but it doesn't stop it from crashing after opening a game).

So, it's almost a given that it's a hardware problem, right? Well, I'm going through my components and also gonna tell you if I tested them or not:

Biostar G31-M7 TE ver. 6.3
Intel pentium dual CPU E2220 @2.40 GHz
2 sticks of ram, 1 gb each. I haven't tested these because I don't have spare parts, but I did a memtest 3 weeks ago (and will do after this too) and it said that it had no issues.
A 600w psu which I tested on another machine and worked flawlessly (at first i thought it was the psu and bought another one that worked fine for a week but ALSO works the other computer i tested it with).
Also, an nvidia 8400 gs 1gb that I don't have plugged in because the computer won't give signal output with, but I tested it on another computer and seems to be working flawlessly.

So yeah, it's a pretty icky problem if you ask me. I used to be able to get the gpu working by making sure the computer go into windows and worked fine, turning it off, plugging the gpu in and then turn it on fast, but now that doesn't seem to work at all. At least it works fine on safe mode.

Hope to hear your input, people! I'm taking this bad and incredibly old girl to a tech next week to see what they have to say.

Also forgot to say that I tried to use WhoCrashed v5.51, but no crash dumps were found after a crash.

I'll be sure to give that a try. May I ask why?

Also, I did the windows memory test. I did a test for each ram stick on both slots. I had no problems and windows started fine until I put both sticks in. When that happened the memory test froze, I rebooted the pc and the restarting problems happened again. I got one stick out, started and shut off windows, put the other stick back in, did a memory test, and now everything seems fine. I'll see if it crashed while idle
