Unstable Performance Help

Hello all, my first post, I'm pretty desperate for help. So my issue is, I'm getting poor performance in games, mainly rust, and for the life of me I can't figure out why. Checking my task manager I see only 56% cpu usage, 73% ram usage, and my graphics is only using 600 mb when it's a 2 Gig card.
My frames are awful, standing around in game they are about 25-35. But when players come near, and especially when fighting, they drop horribly down to 5-15. Its miserable. I've tried 12 hours of tweaking settings in game and launcher options.

I'm trying to figure out what to do, if I should try a small overclock on CPU from 3.0 to 3.3 or something. Or do I have faulty ram maybe? Would really appreciate some help. People have worse comps and run the game much better than me it seems. Temps look fine as well.

My pc :
AMD athlon ii x4 640
AMD Radeon HD 7870 2gb
BIOSTAR A780L3L
8 GB installed phys mem
550 w power supply
600 Gig HHD - 360 Gigs free
Windows 10 fresh install, wiped all data with win 10 install

One thing I noticed was when I joined a freshly wiped server I was getting 60-70 fps... which leads me to think its ram or cpu related. aka loading all the items/buildings or whatev.

Thanks for reply! I had a feeling that was it too. I just cleaned pc out of dust and might try a slight overclock. I've seen a lot of success with people going from 3.0 to 3.3 on stock cooler. What do you guys think? I'm trying to play it on the safe side so.

GPU usage? I didn't have it displayed just then but it usually stays around 500 - 700 mb. Its a 2Gig card so that should be fine. Also I tried 1280 x 720 res just now and still unplayable fps. So frustrating man, I know its something weird...

I'm using MSI AB to check, I just alt tab (no 2nd monitor). It seems to record the last minute or 2. And everything looks steady. I just added GPU usage so I'll restart game and play a bit and report back.

Also at one point I had in game display of MSI AB but its not working for me now. Anyone have a solid guide for that? I tried a few yt ones w no luck

GPU usage sitting around 40% according to MSI AB, as rust in game is saying. I'm in a different server now, less populated, only 70 people and still bad fps.

Yea it seems to do fine on most games, The Division was the only thing I can think of that was fps laggy recently. BF4 runs like a charm. My cpu usage chills around 60 ish % on rust giving 30 ish fps. Even when It drops down to 15 ish fps the cpu usage doesn't move.

Thanks for the help so far tho m8, you know i'm gonna try that prime95 thing to see what cpu usage goes up to.

I tried 1280 x 720 res for a while last night but fps was still about the same it seemed. avg 30 fps and dropping to 10-15 fps. I did notice GPU usage was dropping from 40% usage to 20% ish usage when the low fps spikes happen. Which seems odd. Internet is great, direct connect high speed. Speed test shows 24 ping, 84 down, 12 up.

k, I actually just checked for driver update for gpu and there is a beta driver available. I'm gonna try it cus what the heck it can't get any worse atm lol. If its not any better I'll try reinstalling drivers completely.

Yeah I see, that's interesting, you think the 60% cpu usage could be misleading my way of thinking? I mean alot of this is new knowledge to me, I haven't had the need to look into how things actually perform as far as threading goes and all that until now.

Next month I'll have enough to spend around $100 on a new cpu. Hoping to get something I can use in my current mobo but be able to upgrade into a new mobo the following month. Budget is tight atm. I really appreciate the help tho Ghis, thanks dude.
You guys think hard drive could have effect on average fps performance, and fps drops? I've put mine through hell the last 6 years or so.

Yeah I've tried 4-5 different guides on boosting fps in rust but nothing seems to change fps. Its mostly graphical changes that people talk about. I read that rust doesn't support multi-threading, maybe that's the main reason for my low fps, being as the single thread performance isn't very good on my cpu like you showed me w that link a few posts ago. So I should just wait and get a new mobo and cpu prolly eh? I their starting to package them together now, I'll see what kind of budget I can put together for next month.
