GA-H61M-S1 - Not Booting, No Beep sound (not sure if it has a built-in speaker)

Solution
Try testing the board outside the case, only CPU and CPU fan installed, both 24 and 4 pin power cables connected. No other cables/connections.
Insert single RAM module and connect the monitor to the motherboard.
Start the board by shortly touching with a screwdriver the 2 pins on the board corresponding to the case power switch. See if the CPU fan does spin and if any signal on monitor.

Thanks alexoiu.

CPU? You mean the processor (I'm new here!). Intel Core i5 2400. No graphics card or other components. Only the basic things - hard disk and ram.

VGA Cable. I've tried it in another PC, the cable works. Hey, if it helps, only the green light is blinking in the front panel. Normally the red one should also blink right?

Thank you so much for the support. However, it got solved when I disconnect the power supply to the speakers (four pins on the mobo).
