R9 380 unbearable stuttering in every 'heavy' game

R9 380 and i5 4670 w 8 gb ram pls help me!
I ve tried everything i know (drivers,bios update bot mobo and gpu,installed a new mobo,installed a cm evo 212)
but nothing seems to work.
GPU:R9 380 GIGABYTE G1 GAMING 4GB
Tried both catalyst and crimson drivers with no luck
Games that are absolutely unplayable: GTA V
Games with a lot of stuttering: Fallout 4,XCOM 2
Games i can play smoothly: Fifa 16,League of Legends :p
Any ideas?

**UPDATE** I unplugged my xbox one controller and tried to play gta v with my mouse and keyboard and surprisingly the stuttering is gone! Been playing for 30 minutes at high settings and everything is running smooth!Tried it after seeing this here https://www.reddit.com/r/pcgamingtechsupport/comments/3rs0mv/xbox_one_controller_causes_fps_stuttering_and_lag/
Gonna also upgrade my psu as SinxarKnights suggested and will post more.
Alright lets start from the beginning.

What resolution you playing at?

Have you tried the most obvious solution and turn down the settings? For example in GTA V you are looking at medium/low settings for it to be playable. What do you have it set at?

What are your system specs?

i get very good readings on my tempratures (arround 55-58 at stress,33 celcius Idle)
2x Hyperx ram sticks fury @2,100mhz
 
Strangely enough people are saying it is an issue with AMD cards.

I don't believe that though as my R9 280 ran it fine at medium settings (it was heavily overclocked though, matched performance of R9 380).

One setting in particular that hurt a lot was vsync. I had to turn it off or I got super low FPS because of how vsync works, it will lock to 15, 30, 45, 60 if your FPS is lower than any of those multiples of 60. I am guessing you know how vsync works, but in case you don't - if your FPS is 29, it will drop to 15 to keep in sync with the monitor.

So that is my suggestion, make sure vsync is off. You will get tearing but its better than super low FPS. Oh btw what PSU you have?

^ in addition to making sure vsync is disabled, turn on Frame Rate Target Control in gaming global settings to 60 FPS.

Get MSI afterburner and see what your GPU usage is at and check what your CPU usage is at while gaming.
 


I can't find that by googling. Only thing that comes up is a UPS. The PSU is what is inside the case that plugs into everything else.

PSU = Power Supply Unit.
UPS = Uninterrupted Power Supply

And yes, a terrible power supply can cause all kinds of issues.

What would happen if your PSU can't cope with the load:

  • ■ bad 3D performance
    ■ crashing games
    ■ spontaneous reset or imminent shutdown of the PCfreezing during gameplay
    ■ PSU overload can cause it to break down

Using a bitmore PSU with a 380. Wondering if that is the one you have? If so you can tell it a very old design by the ultra high amperage on the 3.3v and 5v lines. It only outputs 15 amps on the 12v2 rail (where the graphics card connects). So that is 12v x 15a = 180 watts. The R9 380 consumes about 200 - 250 watts under heavy load. More if overclocked.

Assuming this is the same model you have, it is potentially dangerous to use it for gaming depending if it has any safety measures in it. It likely does though so the worst that might happen is a fried PC or a electrical fire. But this is all based on assumption as saying 'bitmore 650w' is like saying 'car with tires'. Zero actual information.

Yeah thats the one .I ve got the same psu with that thread.Could that be the problem? Gonna update it to a corsair 650VS and post results.I already had that upgrade planned.

That is the PSU tier list. The PSU you have chosen falls into Tier 4

Built down to a low price. Not exactly the most stable units ever created. Very basic safety circuitry or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.

So, at least here in the US, that PSU is way overpriced for such a low end model. I recommend the EVGA Supernova G2 series if they are available where you are. If not, try to select the needed wattage from tier 1 or 2 of the PSU tier list linked above, there are some good units in there that can be had for fairly cheap. Remember there is usually a switch on the PSU that allows for 110v or 220v, but you would have to look at the specs to make sure.
